Preface

This booklet, a revision of the 1994 edition, was prepared by a committee of the UC Davis Emeriti* Association (UCDEA), as a compilation of information useful to Emeritus professors. As outlined on pages 8 and 9, the UCDEA is involved in numerous activities on behalf of Emeritus professors. While it is true that derived benefits are available to all Emeriti whether or not they are members of UCDEA, it is more fulfilling to be supportive of current and future activities the UCDEA will undertake in our behalf. Please join us. The cost is minimal—only $25 a year (or $200 lifetime)—and the benefits numerous. *The terms emeritus and emeriti as used in this booklet are intended to denote retired faculty of both sexes.

EMERITUS STATUS

The title of Professor Emeritus is conferred upon retirement on every Professor and Associate Professor. Academic appointees who are not members of the Academic Senate achieve Emeritus status with the approval of the President. (See Regents Standing Order 103.5.) Emeritus Professors who are recalled to active duty may receive the title “Professor – Recalled” or “Research Professor” dependent upon the nature of their activity (see UCD Directive #98-066).

UNIVERSITY PHILOSOPHY

The University administration regards Emeriti as valuable and useful members of the academic community. This philosophy is exemplified in the following “General Principles” communicated to the College/School/Division Deans by Provost Robert Grey on April 17, 2000.

  Emeriti faculty can and do make valuable contributions to the intellectual life of the campus and we should enable retired faculty to maintain their professional connections and activities.

  Whenever space assignments are made to Emeriti faculty the assignments should be for specific terms of at least one year, and not more than three years at a time, with the understanding that the assignments are renewable upon mutual agreement. Specific term assignments will allow departments and Emeriti faculty to plan in a predictable manner.

  Current campus-based benefits to Emeriti faculty should be maintained, including free parking, library privileges without requiring annual renewal, and e-mail accounts.

  As a professional courtesy, Emeriti faculty should be routinely notified of faculty meetings (departmental, college, and campus-wide) and other issues of general interest to the faculty, preferably by e-mail.

  Emeriti faculty should be permitted to attend and participate fully in faculty meetings, but voting privileges will depend on the specific actions of individual departments/sections in conformance with systemwide senate bylaws.

  Regardless of space arrangements, reasonable arrangements for the receipt and delivery of mail to Emeriti faculty should be established by each department/section.

• The department/section chair will be responsible for overseeing and/or implementing any decisions, policies, and benefits involving Emeriti faculty at the department/section level consistent with such principles and policies for Emeriti relations as have been promulgated by the Chancellor, Provost and Executive Vice Chancellor, or Dean. The maintenance of appropriate relations with Emeriti faculty will be a criterion for successful performance as a department/section chair.

PRIVILEGES ASSOCIATED WITH EMERITUS STATUS

Most of the privileges associated with membership in the Academic Senate continue after retirement.

Eligibility to Attend Departmental Meetings

The participatory rights of Academic Senate Emeritus faculty derive from the Standing Orders of The Regents and the Bylaws 45(D) of the Academic Senate. Emeritus faculty remain members of the Faculties of their respective Schools and/or Colleges, and they retain departmental membership.

By virtue of Senate Bylaw 45, Senate Emeriti can attend and speak at department meetings, meetings of School/College Faculties and Faculty Representative Assemblies as appropriate, and meetings of the Divisional Representative Assembly. They can vote in all mail ballots taken by the Division or by their School/College Faculties. They can vote for departmental representatives to the Divisional and School/College Representative Assemblies or their equivalent, and they can stand for election to any such bodies. They are eligible to serve on departmental and all other Senate committees at any level.

Departmental Voting Restrictions

Although Senate Bylaw 45 insures that Senate Emeriti retain departmental membership and the accompanying collegial participatory rights, Bylaw 55(A) grants the right to vote on “substantial departmental questions” only to “its non-Emeritus/a faculty who are voting members of the Academic Senate . . .”  The latter may extend the right to vote to their Emeriti colleagues (as a class) either by a majority vote for non-personnel issues or a two-thirds vote for personnel matters. Any such granted extensions may be revoked after a period of not less than one year.

Teaching and Research

Professors Emeriti may be appointed as officers of instruction to teach regular courses of instruction. Most often this appointment is made after recall to active duty (employment). However, recall is not necessary. Emeriti are especially urged to develop and offer freshman seminars.

Emeriti may submit proposals for extramural support of research and serve as principal investigators, subject to discretionary approval by the chair of their department and higher administrative officers. Also, a retiree may establish an “agency account” through the department in which personal funds may be deposited. This account number may be used for recharges or any other approved purpose.

Professors Emeriti, under recall or not, may be appointed as regular members or chairs of committees to evaluate theses or dissertations or to conduct qualifying examinations.

Access to University Facilities and Services

University policy (Academic Personnel Manual, Section 130, and Policy and Procedure Manual, Section 360) encourages the assignment of office and laboratory space to Emeritus professors who wish to continue their scholarly or creative activities and their service to the University. The department chair is responsible for the assignment of space and permission to use support facilities for Emeriti professors and non-Senate retirees. This is done in accordance with the policies of the department and is subject to the amount of space and funding available.

BENEFITS AND SERVICES EXENDED TO EMERITUS PROFESSORS

Accident Insurance

Emeriti faculty when traveling on University business are covered by the University of California $100,000 accidental death and
dismemberment insurance as when they were regular faculty. Emeriti should apprise the department when traveling on University business.

ASUCD Sponsored Events

Entertainment, i.e., concerts, films, student forums, ASUCD lectures, experimental college classes, and Unitrans passes are available to Emeriti at student rates. Minimum age—62 (752-1990).

Discount Cards

Discount cards are now available to retirees for Knott’s Berry Farm, Marine World, SeaWorld (San Diego), Marriott’s Great America, Universal Studios and other commercial concerns. Cards may be obtained at the Human Resources Center, Orchard Park Drive. Retiree identification is required (752-0530).

Library Permit

Library cards are available at the circulation desk in Shields Library. Annual renewal is no longer required. Emeriti residing in California may borrow books. For more information call 752-1204.

Listing in Telephone Directory

The department is responsible for placing retiree's names in the telephone directory.

Memorial Union Recreational Services

Emeriti may participate in and use Campus Recreation programs and facilities as University Affiliates. These programs include the Equestrian Center, Outdoor Adventures, Craft Center, and Recreation Pool. An identification card is necessary to receive the University Affiliate discount (752-1730).

Parking Permits

Emeritus faculty may get a free campus parking permit at the Transportation and Parking Services office on Extension Center Drive. Please bring identification. Annual renewal forms will be mailed. The permits are not transferable, and must be surrendered upon accepting paid employment (752-3275).

Recreation Hall

Emeriti may purchase a Privilege Card at Recreation Hall.
University identification is needed (752-6074).

University and State Employees’ Credit Union

Emeriti may join at any time. Direct deposit of retirement checks is possible (758-3306).

Health Coverage

Health and dental benefits continue into retirement. Emeriti may make changes in benefit plans during the annual (November) open enrollment period. On a one-year (2001) trial basis, annuitants may transfer into and out of any UC-sponsored California HMO on a monthly basis, subject to processing deadlines. Health Care Facilitator

At the time of publication, the details of a Health Care Facilitator (HFC) for this campus have not been completed. However, the program should be in place by the 2001–2002 academic year. The EmeriTimes will then identify the name and phone number of the Facilitator. The HCF system has been highly successful on other campuses where the office serves as a direct link for faculty and Emeritus members on matters such as benefit access, disputes over plan coverage, and/or community service, etc. (See New Dimensions vol. 14 #2 summer 1999 page 5 for further details).

THE UC DAVIS EMERITI ASSOCIATION

The UC Davis Emeriti Association (UCDEA) was established in 1988, joining the parallel Emeriti associations on each of the nine UC campuses. (The bylaws, as updated in 2000, are found in the appendix.)

Among the involvements and achievements of the UCDEA are the following:

  Monitoring of all actions at the statewide or campus level that relate to Emeriti welfare, e.g. retirement benefits, health insurance, recall procedures and salaries, departmental rights and privileges, and restructuring the COLA process

  Interceding on behalf of individual Emeriti with specific problems relating to retirement status or transition

  Working to obtain more equitable or more inclusive benefits for Emeriti

  Updating Emeriti information on all actions or events relating to the above items through its newsletter, the EmeriTimes

  Videotaping informative interviews with distinguished Emeriti who played pivotal roles in the history of this campus. As of now, 153 videotaped interviews have been conducted; more are on the way

  Establishment and updating of a Web site that describes all the activities of the organization

  Conducting a successful drive to fund and oversee the writing of the history of our campus. The book, Abundant Harvest: The History of University of California, Davis, will be over 400 pages long, including many illustrations depicting the growth of the campus. The book is to be published in late 2001

  Elicitng a change in the rules governing library privileges for Emeriti from annual-renewal to lifetime library privileges

• Successfully urging the administration to provide a Health Care Facilitator Office on this campus, a service that has been highly successful on other campuses;

• Publishing and distributing to all UC Davis Emeritus professors the brochure,“Preparing for the Inevitable: A Checklist and Guide To Things You Should Do Now and What Should Be Done When Death Occurs.” Prepared by Richard Gable, the brochure was considered so useful that the UC Office of the President published a slightly shortened version and made copies available to all who requested it. (An abridged form is found in appendix B.)

The UCDEA acts in close cooperation with the Academic Senate Emeriti and Faculty Welfare committees and has direct liaison to the administration through the Vice Provost-Faculty Relations.

The Association has three general meetings during the academic year, in the fall, winter, and spring. The annual business meeting and election of officers occur at the spring meeting in May.

The Association also participates in a long-standing Emeriti–Retiree luncheon group that meets monthly every second Thursday at noon for sociability and a planned program. Members are informed, via a postcard from the UCDEA office, as to location, speaker/program and luncheon facilities.

All retired members of the Academic Senate and non-Senate recipients of the Emeritus title are eligible to be REGULAR members of the UC DEA. Annual dues are $15.00. ASSOCIATE members include spouses of regular members and widows or widowers of deceased Emeriti, and do not pay dues.

To better coordinate its activities and efforts on behalf of the University and Emeriti, the UCDEA has been assigned Room 65 in the basement of Mrak Hall with access to nearby conference rooms. At present, this office (phone 752-1670) is staffed intermittently by volunteer Emeriti. Messages may be left with the UCDEA secretary in the Academic Senate Office (752-2231).

THE EMERITI WEB PAGE

The web page, http://emeritiassociation.ucdavis.edu, contains updated information on our organization, members, news and events, message board, and much more.

This updated version of the 1994 booklet was prepared by a committee of the UCDEA [John Goss; Robert Hagan; Jerry Marr; Lloyd Musolf; Roger Romani (Chair); Orville Thompson] at the suggestion of President Paul Stumpf. Appendix B

PREPARING FOR THE INEVITABLE

What you should do now!

If you don’t have a will, prepare one. Consider a revocable living trust.

Consider preparing a Durable Power of Attorney for financial affairs and one for health.

Consider joining a memorial society. There is one in Sacramento: Funeral Consumers Alliance of Northern California, P.O. Box 161688, Sacramento, CA 95860 (Telephone 916-451-4641). These societies are not-for-profit organizations that have arrangements with reputable mortuaries to offer services at reduced costs.

Get your personal and financial records in order. From time to time, review them with your spouse, the executor of your trust, if you have one, and your family, so that, among all concerned, there is a working knowledge of the following:

  Sources of income: retirements, social security, investments

  Life insurance policies or other casualty policies

  Survivor’s benefits from the above

  All credit cards, bank accounts and safe deposit boxes

  Veteran’s benefits (if applicable)

  All debts and creditors

  Handling of UC Tax-Deferred 403(b) accounts on death of participants

Decide now and record in a known location the following:

  Burial or cremation; disposition of ashes

  Kind of funeral or memorial service(s), if any

  Persons to be notified, including addresses and phone numbers

  Disposition of family and professional papers, records, library, etc.

Retain all information relevant to your family either in a binder or in well organized files in a file cabinet—or better yet—in a fireproof safe available in office supply stores for slightly more than $100. Record the combination in a known location. Consider using a computer but be sure the appropriate people know how to access it. Some information should be kept in a safe deposit box. Wherever you keep it, be sure that all appropriate people know where it is and how to use it.
